You can request "park" lessons, but there is a huge hassle with additional release forms and I'm fairly certain they aren't "allowed" to anything besides the halfpipe... but they do anyways. Agreed though, best to stay away from CB with beginners, or for that matter anyone interested in the park.
There is a product called p-tex used to repair bases. It can be dripped on using a candel or a special p-tex gun. There are a number of threads discussing p-tex already. The search can probobly provide you with a number of good resources.
You don't "speed up" in a turn you accelerate....
Acceleration is the change of speed in a direction. Since you are constantly changing direction of in a turn you are accelerating. Thats why you get "pulled" to the outside of a turn. You can feel acceleration you can't feel speed. However you will exit the turn going the same speed (optimized conditions) or slightly slower than you entered the turn. I don't know enough about ski racers potential so, perhaps with the proper ski and skier you can load with enough power to pick up speed lost in the turn as Atomic mentioned.
Rangers, class lessons and patrollers get preferance. I'm pretty sure disabled skiers get to cut the line too...
I never had to wait for the race team...

There is no set rules, simply a request to keep it a family friendly enviroment. Do you need further clarification?
Err...
I'm pretty sure its about 50/50, or at least thats what it seemed like when I was last looking for boards. One of my boards has a extruded base, and one, possibly both of my brothers have extruded bases.
I'm still confused as to why a freestyle board has a better base than a race stock ski. If so many boards have them it would seem like at least the racing skis would have them...
