As it would turn out spending $1000 an install to bring fiber to the home doesn't actually result in the consumer buying enough product to consume all that bandwidth. I'd suspect they eventually lease out a good portion of the unused fibers for other opportunities. A typical cable system is theoretically around 3.5 Gbps if it were purely data (which it is, but isn't). The average person does not consume that much data yet. As they do, both cable companies and Fios are in a good position to adapt, Fios with a higher overall throughput. Don't underestimate the cable companies however. They are aware of this.
